Transformation through ‘Meaningful’ Partnership? SDG 17 as Metagovernance Norm and Its Global Health Implementation

SDG 17 calls for the international community to “strengthen means of implementation and revitalize global partnership sustainable development,” emphasizing role multi-stakeholder partnerships achieving SDGs. Policy documents are replete with statements on necessity ‘meaningful’ engagement, especially civil society—without clarifying what stands for. In this article, we develop an analytical approach as a form norm metagovernance. Partnership metanorm is about roles relations different sets actors. We suggest operationalizing concept according levels accountability participation, allowing gradual enhancement quality in terms ‘meaningfulness.’ apply our model Global Action Plan Healthy Lives Well?Being All (GAP), fairly new initiative by health development agencies accelerate progress towards health-related targets 2030 Agenda. By investigating early phase implementing GAP, empirically assess if how notion envisioned GAP qualifies respect society engagement. From empirical example, infer lessons attaining normative standards ‘meaningfulness’ highlight implications future research partnerships.
